In September 2023, lawyer Liu Junhong was reappointed as the 19th Taiwan Business and Financial Legal Adviser of Taiwan Consortium Corporation Straits Exchange Foundation. Before that, Liu Junhong served as the 18th Taiwan Business and Finance legal adviser of it.

The Straits Exchange Foundation(SEF) was established in Taipei on November 21, 1990, as a civil organization to assist the Taiwanese government in dealing with matters related to mainland. The SEF is authorized and guided by the Mainland Affairs Council(MAF) of the Taiwan Region. The SEF's counterpart in Mainland of China is the Association for Relations Across the Taiwan Straits(ARATS). On December 16, 1991, the ARATS was established in Beijing, and its business superior organ is the Taiwan Work Office of the CPC Central Committee office and the State Council Taiwan Affairs Office. In 1992, ARATS and SEF authorized consultations on the expression of adherence to the One-China principle in cross-straits transactional negotiations. After the Hong Kong Talks in October 1992 and a series of subsequent correspondence and telephone exchanges, a consensus was reached that "both sides of the Taiwan Straits adhere to the One-China principle", which was later summarized as the "1992 Consensus".

Since the SEF establishment, it has signed 26 agreements with ARATS on the well-being of people on both sides of the straits. On average, the SEF serves more than 400,000 cases a year, the range of services covers all walks of life. It is the most important window for Taiwan area to communicate with the mainland of China.
